Sukut Construction to Deliver $1.9 Billion Anderson Dam Seismic Retrofit Project as Part of FlatironDragados-Led Joint Venture.

August 20, 2026

Project marks the largest contract in Sukut Construction's history and will strengthen one of California's most critical water infrastructure assets.

Sukut Construction, as part of a joint venture led by FlatironDragados, has been selected by the Santa Clara Valley Water District (Valley Water) to deliver the $1.9 billion Anderson Dam Seismic Retrofit Project in Morgan Hill, California. The project represents the largest contract award in Sukut Construction's nearly 60-year history and further strengthens the company's leadership in complex heavy civil and dam infrastructure.

The FlatironDragados-Sukut joint venture was selected through Valley Water's best-value procurement process to reconstruct major portions of Anderson Dam, bringing the facility into compliance with modern seismic safety standards. Work includes reconstructing the dam embankment and spillway, installing new outlet infrastructure, and completing associated roadway, utility, and environmental improvements.

Anderson Reservoir is Santa Clara County's largest surface reservoir, providing critical water supply, groundwater recharge, and flood protection for nearly two million residents. Once complete, the seismic retrofit will allow the reservoir to safely return to normal operating levels following years of restricted capacity.

"This project is a defining milestone for Sukut Construction," said Eddie Juarez, president of Sukut Construction. "Being selected to help deliver California's largest dam seismic retrofit and the largest contract in our company's history is an honor and a responsibility we take seriously. Together with FlatironDragados and Valley Water, we look forward to applying our expertise in complex heavy civil construction to strengthen this critical piece of infrastructure for future generations."

The joint venture brings together nationally recognized expertise in embankment dam construction. Collectively, the team includes key personnel who previously helped deliver Northern California's Calaveras Dam Replacement Project and the Lake Isabella Dam Safety Modification Project, both recipients of the United States Society on Dams' Excellence in Constructed Project Award.

For Sukut, the award continues the company's long history of delivering technically challenging water infrastructure throughout California, including dams, reservoirs, tunnels, flood control facilities and water conveyance systems. The Anderson Dam Seismic Retrofit further expands Sukut's growing portfolio of major infrastructure projects that enhance public safety, strengthen water resilience, and support communities across the state.

Construction is expected to begin in early 2027.
